cannot save attachments in OE6 after critical updates

I have someone else with this same error. I get a message saying OE has
removed access to the following unsafe attachments in your email. Changed
my security levels to nothing, and sent myself a small file but still get
the same message. I uninstalled q330994 and still the same. Not running
any antivirus so that can't be it.
 
In outlook Express Look at the Security tab of Options.
Look at the "Do not allow attachemts to be saved or
opened..." checkbox.
