cannot run devmgmt.msc

I cannot get device manager to run, either by clicking directly on it in
sys32 or via link. I get error that MMC cannot open the file.
Also, when I try system restore, even though there are a number of dates
available, the restore always fails...regardless of which date I choose.
Any ideas...and are the two related somehow?

Scan your computer for malwares and Viruses, and run Disk clean Up then
chkdsk.
