Cannot run Bluetooth Manager

I am running Vista Ultimate and when installed I had no Bluetooth devices. I
have added a Kensington USB Bluetooth device and was able to install the
device drivers successfully.

I still do not have a control panel Bluetooth icon - and I get no response
when I run 'bthprops.cpl'

How do I get the Bluetooth Manager to run?
