Cannot Restart a stopped RPC Service

I disabled the RPC service while troubleshooting a win2k
server. Now I cannot turn it back on. I cannot select
properties of any services, or start or stop them.

Cannot of look at properties of users in the Microsoft
Management Console, Network properties don't show up etc.

Tried to restart in safe mode, same problems.
