cannot rename Administrator account

I have a problem renaming the builtin Administrator
account. I've tried to rename it a couple of different
ways (thru Computer Management and thru the Security
Policy). I can rename it, but after I reboot it goes
back to "Administrator". I've tried turning off System
Restore and no luck. Any ideas?
 
Assuming you're running XP Pro, click Start, Run and enter GPEDIT.MSC

Go to: Computer Configuration\Windows Settings\Security Settings\Local Policies\Security Options

In the right pane locate the Accounts: Rename the Administrator account entry. This will tell you who has the authorization to rename the Administrator account. If you're part of a domain, domain policies will override local policies.
 
I already did that. After I rename it and I reboot, it
goes back to Administrator. I have several accounts in
the Admins group and I tried it with all of them. The
computer is not part of a domain. I tried this on several
Win XP Pro machines. Another weird thing that I noticed
is that sometimes the option to Enable/Disable the admin
account is available and sometimes it's grayed out (on the
same computer).
