Cannot remove delegate control

I have a user who can still access another users mailbox
after delegate permissions were removed in Outlook XP, on
an Exchange 2000 network.
 
Make sure the permissions are also removed on the mailbox when you check the
permission settings in Active Directory Users & Computers
