Cannot receive recall message with attachment

Dear community group,
I have problem on outlook recall message function.

We have 3 outlook client users which using different outlook version.
User A - Outlook 2000 SR-1 (9.0.0.3821) Corporate or workgroup
User B - Outlook 2002 (10.2627.2625)
User C - Outlook 2003 (11.5608.5606)

When user (A) use recall message function with file attachment, user (B) &
(C) able to receive recall message from user (A) with file attachment.

However when user (B) use recall message function, user (A) & (C) only
receive message with mail content "user (B) would like to recall the message"
without new recall message content.

If user (B) use recall message function with file attachment, user (A) & (C)
only receive message with mail content "user (B) would like to recall the
message" without recall message with file attachment.

This happen to user (C) use recall message function and send to user (A) &
(B) as well.

Please assist me for the above issue. Thank you very much for anyone who
assistant me on this.

Recall is well known not to work well. It's more likely to cause embarrassment than actually recall the message.
