cannot receive e-mails

cannot receive emails in outlook express but I can send. Everytime I hit
send/receive it goes through the motions then tells me that there are no new
messages. I can check through the web and there will be several. I am not
getting any error messages and have checked all settings and everything is in
order. This started about 1 week ago. I'm running Windows Vista on a
Toshiba Satellite computer. Have never had problems before. Any suggestions?
 
"Outlook Express"? If you meant Windows Mail, read on.
What happens when you send an email to yourself, does it arrive?
Make sure the username for that account is correctly entered under
Tools, Accounts, select the account, Properties, Servers.

Which antivirus are you running? Some of them are not fully compatible
with Windows Mail. Make sure email scanning in your antivirus is
disabled, for reasons explained here:

No, email to myself does not arrive when I try to receive in Windows Mail.
It appears if I check it on the web, but not on my laptop. Have already
checked user name is entered correctly. I am running Norton. Have been
using it with this computer from day one, 2 years ago, and have never had any
problems until now. Disabled e-mail scanning in Norton and this doesn't help.

At this point we don't have any other possible culprits except for your antivirus.
Norton security products are among the top three troublemakers
for Windows Mail. Symptoms often don't surface until several months have
gone by, or until an update occurs.
First, be sure to disable its email scanning, for the reason explained here:

Several users here have reported that Symantec will give you a free
upgrade to Norton Antivirus 2009, which cures the problem. If interested,
contact Symantec via online chat.

Disabling the Norton program is often insufficient. Do a trial uninstall,
followed by using their debris removal tool:

Instead of uninstalling your antivirus, another option is to upgrade to
Windows Live Mail, which is more resistant to the adverse effects of overly
