CANNOT PASSWORD PROTECT FOLDERS OR FILES

This option is not available when I right click folder or
file to make private yet I am adminitrator. Did I do
something wrong when I set up new PC? Not sure if I
registered with Microsoft or if that matters, can anyone
advise please?

"make private" is only available on select folders
that the account should be able to make private.
Other folders one needs to manipulate with the
NTFS permissions in order to control accessability
by other accounts.
