Cannot Open Volumn for Direct Access (file check on boot)

I'm having a problem with the file check on reboot. At
first it refused to to the check even though I told both
Norton Disk Doctor and the file check utility to do so.
So, in despiration I crashed the System. Now, the system
attempt the file check but generates the error
message "Cannot open Volumn for Direct Access." The
drive, if it matters, is drive C. Any suggestions on how
to get a successful check? Norton Disk Doctor reports an
error in the security fields but I can't get it fixed.
Thx.

I have just started to have the same problem and
