cannot open Help, System restore et.al.

When I click Help and System restore in the start menu and programs nothing
happens. What's wrong?

Hi,

Will System Restore open from the Run box?

Go to Start - Run and paste the following command then press enter.

%systemroot%\system32\restore\rstrui.exe
