Cannot 'open file for editing' on MS Word Viewer,

I am going to school online, there are some forms I have to fill out but
cannot manage to do so with word viewer. I read that I am supposed to select
Open file for editing on the File drop down menu, but it remains "grayed out"
so I cannot use that option......why not?
