Cannot open a child window from a parent window

When I am in a website and want to open a secondary (child) window such as a login or stock quote, the secondary window does not open
 
Use IE-Tools_Internet Options-Advanced and untick the 'Reuse windows for
launching shortcuts'.

Bear in mind that web sites are sometimes hard coded to use the same browser
rather than open another window. If you REALLY want another window, hold the
SHIFT key while clicking on the link.
