Cannot logon Error ID: 1500

Received this message in my event viewer and when I went to log on.

Description:
Windows cannot log you on because your profile cannot be loaded. Check that
you are connected to the network, or that your network is functioning
correctly. If this problem persists, contact your network administrator.

DETAIL - The system cannot find the file specified.

There is no longer a user file for two of the profiles I had on this
computer and I am unable to access any of the files that those profiles had,
either through a Windows Explorer initiated search or through manually
searching the files. How do I restore these profiles and/or gain access to
the documents that were in them... also, I have administrative privileges,
but each time I change anything in my internet options or folder options, the
changes do not take hold. It is like I don't truly have administrative
privileges... please help.
