cannot log on to user account

When I had this problem I came across this solution posted by
Ramesh Srinivasan, MS-MVP.

Go to Start -> Run and enter the following in the Open box.

regsvr32 shgina.dll

Hit Enter.
Log off and see if you can now enter your password.

Following up on my earlier response.

If all of the accounts on that computer are password protected
you should hit the Ctrl + Alt + Delete keys twice at the
Welcome Screen. This will bring up the Logon to Windows dialog
box which will allow you to enter your user name and password.
