Cannot launch icons w/in Control Panel, or RUN function

I can launch the Control Panel, but several functions do not launch (User
Accounts, Add/Remove Programs, as examples). When I click on Help/Support
from the Startup Menu, I get a popup stating that a shortcut cannot be
created, etc...

In addition, I cannot switch users. I log into User 1, try to switch to
User 2 by clicking onthe user name. I see User 1's desktop.

I have tried to resolve by running System Restore, but restores fail (I can
restore to the past 2 days restore points... but anything prior to that
fails). I am running these in SAFE mode. Any ideas? I think I may need to
do a repair install.

This is by no means kosher, but do a search for .cpl then click on the
ones you need (add remove programs = appwiz.cpl)

Hit F1 for help

This might allow you to straighten things out.

Start | Run <type in> services.msc <enter>
make user fast user switching is running and automatic

It's not looking too good
Might look at SFC (System File Checker) first

Thanks Pennywise. I cannot launch the SEARCH function, so unable to look
for .cpl files.

I did check services.msc... and that looks like it is running.

SFC ran fine...

So.. I'm at a loss.
