Cannot keep Word2003 as default in Outlook2000

I try to use Word2003 to edit e-mail messages in Outlook2000. We use
Outlook2000 because of our mail server.
Anyways, I goto Tools, Options, Mail Format tab and click on "Use Microsoft
Word to edit e-mail messages"
I hit Apply, then OK.
It works for a while but when I close it and bring it back up later on it's
not checked anymore.
Please advise.

Usually Outlook requires the same revision of Word to use as editor.
