Cannot install or run HTML Help Workshop

Newish XP Pro system 2002 SP 1, all relevant automatic updates installed. I have an HTML Help project file, usergd.hhp. I double-click that file. System says it doesn't know from .hhp. I take the dialog option to look on the Web. MS on the Web doesn't know from .hhp. I download the so-called latest HTML Help Workshop installer from MS, htmlhelp.exe. Run it. It claims there is already a later version installed! I use Add/Remove to uninstall HTML Help Workshop. Reboot. Run the installer again. Again it claims there is already a later version installed!!? Tried double-clicking windows/hh.exe; nothing happens. Tried associating .hhp with windows/hh.exe; get a weird message about "action canceled" saying IE "unable to link to the Web page you requested". ??? What is going on here, and why can I not use HTMl Help Workshop on this system?

As well as installing HTML Help Workshop, htmlhelp.exe tries to run
the HTML Help Installation and Update Package (hhupd.exe), which
installs the runtime components required to view HTML Help files. As
you're running Windows XP, your machine has a more recent version of
the runtime components than that installed by hhupd.exe, and therefore
you'll get the message that you already have a newer version of HTML
Help. HTML Help Workshop should still install without any problems,
however. By default this should be installed into \Program Files\HTML
Help Workshop, and double-clicking hhw.exe (or choosing the
appropriate Start menu command) should launch HTML Help Workshop.
Tried associating .hhp with windows/hh.exe

The application to associate with HTML Help project files is hhw.exe.
When editing the file type associations in Windows Explorer, for
example, you would normally specify the following as the application
used to perform the Open action:

"C:\Program Files\HTML Help Workshop\hhw.exe" %1
