When I try to install office 2000 on XP I get this error :
"This installation package cannot be installed by the windows
installer service. you must install a windows service pack that
containts a newer version of the windows installer service."
I have installed all the windows packs and patches.

I assume you have never heard of SP1?
You may not have it on your computer.
Start
Control Panel
System
General Tab
See if under System, it says Service Pack 1
If it does, then your problem is not so simple...
If it does NOT, then you need to get SP1a (the current version of SP1)
You download it from Microsoft. The only problem is that it is slow to
download by dialup, and may take around 90 minutes, according to MS. The
alternative would be to pay $10 for the disk, but it may take weeks to
arrive.

Usually it's because the Windows Installer 'service' is
not running. To see if it is and to enable it if its not,
click on Start >> Run, then type "services.msc" without
the quotes... Find Windows Installer under the NAME tab
in the window that just appeared. It should be AUTOMATIC
in the Startup Type tab. If it says DISABLED, then right
click it and select properties. In the window that just
came up, look for the Startup Type dropdown thing in the
GENERAL tab. Now select AUTOMATIC from the dropdown menu.
Now click Apply and OK. If it still doesnt' work, I guess
you can pick ENABLED from the menu, but only do it IF
AUTOMATIC doesn't work. This SHOULD solve the problem :)
