cannot install norton antivirus software

I've been trying for 2 days to install my new software from disk. Symantec has not been of any help. I had a previous version (2002) that I uninstalled, but everytime I try to install the new version, I get the message that there is already an instillation running or that the setup has detected that a previous install or uninstall has been completed but requires a restart. Well you can imagine no matter how many times I reboot the computer, this message still shows. Any advice? I even made sure the previous program was completely uninstalled by downloading Rnav2003.exe
 
Run the tools and installation in Safe mode:
Reboot tapping F8 once a second.
Select Safe Mode at the menu.
