Cannot install new hardware

My friend has a strange problem with a Packard-Bell notebook.

When running Add New Hardware from Control Panel it says it cannot do that
now, because it is already running. It has been that way for a week! Machine
has been rebooted regularly (with no apparent problems), and has even been
booted in Safe Mode (same problem).

Any clues?
