Cannot get Windows Installer to Work

Windows installer is no longer working. It used to simply not work, but not
it seems to have vanished after trying to reinstall it. I have tried all of
the steps mentioned in this article: http://support.microsoft.com/kb/324516
however nothing has fixed the problem. In fact, when I try to reinstall the
files recommended in method 4 of that article, I am told that the file/path
does not exist. A search for msiexec.exe through my drive brings up nothing.

When I run the Windows Installer 3.1 Setup program, I am told that the
install completed successfully, however, after a reboot (which I assumed is
necessary) everything is still the same.

My Computer Info:
Running Windows XP Professional with SP2.

I really appreciate any help you guys have to offer.

I am having the same issues and cannot install anything.
I have multiple instances if installer found with versions 2 & 3.
I have not gone through the complete instructions in the article as yet as I
was hoping to find an easy fix before muddling through the registry.
