Cannot get Windows installation to run

I just built a new PC, Athlon 2400 512 MB pc 2700 ram, trying to install Windows XP Pro now, I get to the blue screen with the gray bar on the bottom where it says "Setup is loading files (Windows Executive)... and it just stays there, been that way for 15 minutes now, its still there, has not changed, tried using a different copy of windows XP pro and same thing, whats wrong?

tried a different copy of xp pro and same thing, then tried a copy od xp home and it loads all those files, then says "setup is starting windows" and stops as well.
