Cannot get to any secure web sites after re-installing windows xp

frustrated

I am having trouble getting to any web-site that requires
encryption, and i am unable to use windows update site.
also, some programs will not run, eeven after i
uninstall/re-install them. any help?
 
In Internet Explorer, choose Tools> Internet Options from the menu.

Goto the advanced tab. Verify the check boxes prior to
Use SSL 2.0
Use SSL 3.0
Use TSL 1.0
in the Security Settings are checked.
