Cannot get rid of Norton Spam Toolbar in Outlook XP

Does anyone know how to permanently remove Norton Spam
toolbar from Outlook. I can remove it, but it comes back
the next time Outlook is started.
**Tried the suggestion below, but the Norton toolbar
comes back next time I start Outlook.

Open tools->options->other->advanced->add-in manager and
uncheck the Norton scanning option.
If this does not work, then close outlook, find and
rename outcmd.dat to ..old. Reopen Outlook and the
toolbar should be gone.
 
I've found that if I right click and delete another toolbar (in my case,
Google) that the Norton Toolbar disappears instead (and vice versa).
