Cannot get IPCONFIG to release IP address

[TC]

My network config'n is locked up on my laptop. I'm unable
to get IPCONFIG /release all to work to release IP address
(service not available on adapter). I've tried de-
installing all network components and re-installing but
still locked. Error 0711 when trying to re-start services
but a';" ook correct state
