Cannot get chart or illustrations ribbon enabled

I have a complex spreadsheet that has disabled the illustrations and chart
toolbars. I have checked all the properties, permissions, etc., and these
toolbars will not work.

If I open up a new spreadsheet then these toolbars work fine. Something has
turned them off. I deleted all the worksheets in the 'broken' workbook and
the toolbars still do not work.

How can I figure out why these toolbars will not enable?

Found the problem. In the "Display Options for this Workbook" the "For
Objects, show" was set to "Hide Objects". Changed it to "All" and it now
works. I have no idea how it changed...
