cannot forward messages and photos from outlook with my ISP

I keep getting an error message: SMTP has not responded in 60 seconds.
Would you like to wait another 60 sec. I reply yes.

I have Optimum online and I have HP printer, copier, scanner. Somehow the
photos I scanned are going to Outlook express and do not leave the outbox
when I click on send. I do have Optimum online as a provider in that area.

I cannot forward any messages from Outlook express with my ISP. How do
I just use Optimum online website instead of outlook express when I try
to send photos?

Most isp's have a maximum attachment size- look in the help section on their
web page, or contact their support. Don't forget that when you send messages
your picture is split into sections that have header and footer info
attached so it can be put back together at the other end so a 1Mb picture
can be 1.5Gb of data when sent. It depends on things like packet size.
