Cannot find wrkgadm.exe

According to all the write-up on setting up security in MsAccess, the first
step I need to do is to create a new system database (System.mdw) by opening
up the Wrkgadm.exe file.
The problem is I can not find the file. I tried finding it using the search
tool and by going to Startm, Run, and typing in Wrkgadm.exe. Neither
approach is getting me anywhere. Can anyone tell me why this is and what else
can I do? Thanks so much.

In the newest version(s) of Access it is no longer a separate program, but is
accessed from the menu inside Access itself.
