cannot find site without www or http://

I have been tearing my hair out. Whenever I type a site
in the address bar, I get an error message that says "Did
you Mean?..." with the same site, only with http:// in
front of it. example:

citibank.com - won't work, i get an error
http://citibank.com -Page loads no problem

I have check my settings, and I have TOOLS>INTERNET
OPTIONS>ADVANCED> Search from the address bar> Just go to
the most likely site checked.

What am I doing wrong? This has never been a problem
before?!
