On my screen saver tab, all the normal system-loaded screen savers are
available and I can "Preview" them. However, the "Wait: XX minutes" box is
greyed out and the none of the screen savers will enable after any amount of
idle time. Can anyone give me hand?

This happens if the "ScreenSaveTimeout" Policy is set. Is your system connected to a corporate network?

ScreenSaveTimeOut:

It is a corporate laptop that I just received. I connect to my company via
VPN throughout the day. You think the sys admin may have set this policy?

Yes. And if that's the case, only they can help you relax this restriction if needed.
