Cannot "Empty the Recycle Bin"

I think I may have accidentally deleted something for my recycle bin that I
needed. When I delete files they all go to recycle bin, but when I click
"Empty the Recycle Bin" it will ask if I am sure I want to delete all files.
I say yes, and it crackles likes it getting rid of the files and sends an
error "Cannot delete file: Cannot read from the source file or disk"
I can still delete them individually from the recycle bin. Although, it is
very time consuming.
What can I do? Is there possibly a way to reinstall the recycle bin or just
the file I have deleted without much technical difficulty? I am not very good
at this stuff, so it needs to be fairly easy to do.

I've seen this behaviour and tried lots of clever fixes. This one finally
worked:

1. Right-click RB -> Properties
2. reduce the RB to a very small size.
3. Copy lots of small files (the temp internet cache is good for small
stuff) and then delete the copies. Do this several times, at least enough to
have deleted more than the new small size for the RB.
4. Right-click RB -> Empty Recycle Bin

A bit of a blunt instrument approach, but it has worked. Good luck. :)
