Cannot empty the clipboard

When I Drag and Drop cells in excel, I get a pop-up message that says "Cannot empty the Clipboard". Once I click OK, the cells are moved. How can I stop this? The clipboard is already empty, and I am not even making a copy of anything, just moving it.

I am using Excel 2003, Professional Edition.
