cannot download through ISDN or ADSL but mobile phone (GPRS) is fine

I reposted this because the problem remains unsolved. perhaps there are some
fresh ideas?

I had this problem... seems with my DSL router I had a setting that was
blocking ftp when the "PASV" switch was not used.. I turned off all the
proxy settings on the router, and the situation cleared right up.
