Cannot download Ebay toolbar

Hello,

I have Win98SE, IE6, activated 3rd party browsing, change
security to Med-Low, deactivated Zone Alarm and still
can't download Ebay toolbar. Tech at Ebay said I probably
needed a service pack.

Anyone know which one? and where to get it?

Go to the Windows Update site and see what it tells you
need as far as patches and updates.
