Cannot Display http://windowsupdate.microsoft.com/?IE

On my Windows 98 computer, I can go to a number of web
sites. But with others, such as
http://windowsupdate.microsoft.com/?IE I get the
The page cannot be displayed
The page you are looking for is currently unavailable. The
Web site might be experiencing technical difficulties, or
you may need to adjust your browser settings.

....

Cannot find server or DNS Error
Internet Explorer

This is a fairly fundamental website. I try to update
manually, but this is hugely cumbersome.

Can any kind soul help me?

P.S. What is PCT 1.0? I don't seem to have it. Is it
supposed to be on Windows 98?

W98 doesn't have PCT 1.0; Go to IE Options>advanced tab> scroll the security
section>check "use SSL 2.0 / SSL 3.0">Apply> OK out. BTW, SSL = Secure
Socket Layer; a protocol used in secure data transmission. TLS 1.0 =
Transport Layer Security is a lesser level of security; many web sites do
not support this protocol..

Avoid having to go to Microsoft's site by downloading and running BigFix (
www.bigfix.com ) It will scan your system and advise what updates you need.
If you choose to install them just click and it will deliver them to your
desktop.
