I have a couple of empty folders that I created a while back that I want to
delete to clear up more drive space only it will not let me do it. The
attributes are set to read only and whenever I change this the system sets
them back to read only again and still will not allow me to delete them. As
far as I can tell I an not running any programs that are using these
folders. Can someone tell me what to change to get rid of these folders or
what may be the cause of this problem?

The "Read Only" attribute on folders is meaningless. However, you should
check the ownership. Have you tried deleting the folders in Safe Mode?
If not, try that.
