Cannot delete empty folders

I get error messages similar to the following whenever I move files from one
folder to another then try to delete the original folder. The only way I
have been able to resolve the issue is to reboot the computer. I have XP
Pro.

create a new folder, place the ones you are trying to get rid of into the
new folder then delete the new folder, it works for me
