Cannot delete e-mail.

Several of our end users, are receiving the error message: "The item could
not be deleted. It was either moved or already deleted, or access was
denied" when they try and delete a particular e-mail that was sent from a
user from our overseas office. The e-mail cannot be opened nor can it be
moved to other folders, the error message is "Operation Failed". What causes
this and how do we fix it???

I've seen this happen on occasion, not sure exactly why though so someone
else may respond to that part.

However, you can try fixing the issue a couple of ways. Can you right-click
on the email and delete that way? You can also open Outlook in safe mode from
a command line and try to delete then.
