Cannot create VPN connection

Just upgraded to XP from 2000. All my existing VPN
connections were gone and also while I go to create a new
VPN connection, the options are diabled. Any thoughts on
why this happened?

Options might be grayed out due to security restrictions?
are you logged on as the "local" Admin and not
the "domain" admin?
