I've had success in overcoming this error by running a repair on IE6.
This allowed me to add the user's toolbar back to the taskbar. This
was on a W2k machine.
*****
IE6 Repair (for Windows 2000)
Click Start/Run/
rundll32.exe setupwbv.dll,IE6Maintenance
When the dialog pops up, choose "Repair Internet Explorer".
Reboot PC.

Log in, and right-click the taskbar, choose Toolbars/Quick Launch.
This seems to have worked for me. It appears that the original
problem was due to spyware/registry interaction. Hopefully this
helps. I tried all other suggestions from the postings here and at
Microsoft. The IE repair did the trick.
