I've discovered it's almost always because of a bad download. It's a shame
actually that microsoft couldn't have just made their own working download
manager in internet explorer or something instead of relying on a 3rd party.
Search this forum under general discussion for finding the answer to this
problem - "cannot copy files" etc. Someone told me the MD5 codes to verify it
was downloaded correctly in another thread.

I'm trying to install 32 bit vista from within windows xp, or booting up, but
I reach the same point. At 1% of copying files I get an error message
displayed that says "Setup cannot copy windows files to the local machine.
Error code [80070241]."
How can I resolve this?
