Hello!
1. Right click your task bar
2. Select properties
3. Go to the start menu tab
4. Click the customize button
5. Go to the advanced tab
6. Here you can enable or disable drag and drop
operations. (At the bottom of the options list where you
can also select which items to display.)
If this option is disabled you get the behaviour you
describe, so enable it again.
