IE will not connect to any websites. I have tried changing everything I can
think of in the options and connections tab. I have looked at all my network
settings, and everything looks correct. Winipcfg shows good numbers. I have
other programs, such as games, that connect just fine, but I cannot get any
internet sites to connect with IE. This is a clean install on a new
computer. The drive was formatted with my XP disc and my network drivers are
installed correctly. Any ideas what to look for?

I'd start with LSP / Winsock analysis. Be persistent.

Also check for a DNS or MTU setting problem.

What error are you getting when you cannot connect?
