cannot connect to ebay

I am attempting this from my home PC. When I enter the ebay url and hit
return the URL is replaced with the following:
res://C:\WINDOWS\system32\shdoclc.dll/navcancl.htm

and I get an "Action canceled" web page,

My laptop that goes through the same router has no such problem.

Unfortunately it didnt help at all. The posts on that page were 4 years old.

Does anyone know what the entry in the URL means

see a lot of malware investigation discussions. That's where I would start.
