Cannot Clear the "Animate Windows, Menus And Lists" Check Box

SYMPTOMS
When you click the Animate Windows, Menus And Lists check box to clear it on
the Effects tab in the Display Properties dialog box, the check box may be
selected again when you restart the computer.

I can't get this to work? Every tine I restart... my animate windows check
box is checked again...


HELP PLEASE
