cannot change Taskbar from Classic to XP style.

My taskbar is having trouble. I had it set to "XP" style. Now for some reason it is set at "Classic" and cannot change. I have reinstalled the display several times but it still hasn't resolved my issue. (Also getting "Failed to load resource DLL" error every now and again).
