Cannot Change Home Page

I am trying to change the homepage designation on IE and it keeps giving me
an error saying that I do not have permissions set to do this (I am set as
the administrator on an XP machine...have rechecked all the settings). I
have even triued the keyboard shortcuts and the selection buttong on the
page itself but give me a "page error". I figured I have something set on
here wrong, probably a registry setting, but have not been able to find it.
Can anyone steer me in the right direction please?

Hi,

Remove IE Restrictions & Restore Missing tabs. Download a fix from:
http://www.angelfire.com/dragon/sramesh2k/reg/IE_reset_restrictions.reg

Also, refer Fix 268 from Kelly's site:

Restore All tabs in IE and Removes the ** Internet Options ** Restrictions
as well

The problem may be due to:

1. A spyware. Download Ad-Aware from www.lavasoftusa.com, scan the system
and eliminate the malware products. Re-apply the above fix if necessary.
** Remember to update the pattern file using WebUpdate in Ad-Aware **

( Caused by a malware called CoolWebSearch. Also, Download:
http://www.spywareinfo.com/~merijn/files/cwshredder.zip )

2. You have enabled SpyBot immunize (protection) feature or any other
similar software.
