Cannot change DL membership

I'm trying to allow a user to change the membership of a distribution list. I
add them as owner and check box for them to make changes to list membership.
They try and it does not work.

I add them to Security tab with FULL ACCESS and it does not allow them to
change membership.

I add my own non-admin account to DL and grant FULL ACCESS and it works for
me. I also tried changing the membership in "AD Users & Computers" MMC and
that works as well. I also created a cached and non-cached profile and they
both make change thru GAL listing of DL. (I'm trying to break it thru these
various trials).

Now if I log into the users mailbox on my same PC with my other account with
admin access and then try to make change of DL from GAL, it fails like it
fails for the other user on their own PC.

Is possibly something wrong with his AD account or mailbox??

found issue - its with ExchSP2 - had to run hotfix proc. The issue is with
the GC isn't talkig with OL. KB319206
