cannot change desktop

i downloaded a cute kitten pic and made it my desktop. i cannot change it.
the kellys-coner fix did not work.
when i look in desktop properties it shows my new desktop. when i try to
change it.
it will flash the new one and go back to the kitten pic.
what have i done?
i've run virus scan and spyware and kellys-corner #142.
any help out there before i reinstall.......everything

Delete all Active Desktop entries.

Control Panel > Display Properties> Desktop tab > Customize Desktop button >
Web tab > delete all entries under Web pages except for "My Home Page".
Ensure "My Home Page" is unchecked.
